Year-End Working Paper Preparation: Our Analysis

CSRS 4200 replaced the old Notice to Reader; every compilation now carries a basis-of-accounting note that lenders actually read. Our year-end working paper preparation engagement is priced as a economical flat fee, so the cost is known before the work starts.

Year-End Working Paper Preparation: Notes From Our Practice

What actually separates a clean year-end working paper preparation file from a messy one? A working income tax specialist would point to a short list of rules, and these notes walk through it.

One rule does most of the work here. The CRA requires business records to be kept for six years from the end of the tax year they relate to, in a form that allows the return to be verified. Where records cannot support the return, the CRA is entitled to assess on its own estimate — and the burden of disproving that estimate falls on the taxpayer.

Then comes the detail that separates a clean file from an expensive one: A CCPC files its T2 within six months of year-end, with the balance due two months after (three where the small business deduction is claimed). The 9% federal small business rate applies to the first $500,000 of active business income. The filing and payment deadlines differ, and interest runs from the payment date. Filing on time while paying late still costs money. On the record-keeping side, one rule governs what must be kept and what must be shown: Under CSRS 4200 the practitioner has to consider whether the compiled information is misleading and cannot issue it where it is. An unusual revenue or inventory policy has to be described plainly in the basis-of-accounting note rather than left for the reader to infer.

None of this is exotic — but each point has to be applied to your facts, which is exactly what you are paying a tax services provider to do. Here is what to have on hand so the year-end working paper preparation work starts moving on day one.

Whatever the file involves, the terms do not change: fixed fee agreed up front, review together before filing, payment after the service.

Case Study 1

Collections Halted And $55,000 Cut From A 6-Year Backlog — Bylaw-Audit Non-Profit, Toronto

Collections had begun against a not-for-profit with a bylaw audit requirement in Toronto, Ontario over 6 years of unfiled returns. Bringing them current cut $55,000 from the balance.

By the time a not-for-profit with a bylaw audit requirement in Toronto, Ontario called, 6 years were outstanding. The CRA had assessed on estimates. Underneath it sat an unusual revenue recognition policy that appeared nowhere in the basis-of-accounting note. We reconstructed the records year by year. We separated the bookkeeping work from the assurance engagement so the independence question had one clear answer. Each filing replaced an arbitrary assessment with a real one. The account is current. Filing on real numbers rather than CRA estimates reduced the balance by $55,000, and a relief application addressed part of the accumulated interest.

Case Study 2

$109,000 Proposed Adjustment Withdrawn In Full — Bonded Work Bidder, Saskatoon

A contractor bidding on bonded work in Saskatoon, Saskatchewan faced a $109,000 proposed reassessment. It came after an insurer asking for statements from an independent practitioner who had also been writing the bookkeeping entries. We rebuilt the documentation and the adjustment was withdrawn in full.

A contractor bidding on bonded work in Saskatoon, Saskatchewan received a proposal letter opening a review of year-end working paper preparation. The CRA had identified an insurer asking for statements from an independent practitioner who had also been writing the bookkeeping entries. It proposed an adjustment of $109,000, with 30 days to respond. We treated the response as an evidence exercise rather than an argument. We converted the records to the accrual basis, restated the comparative year with proper disclosure, and rebuilt the statement package around the bonding company’s requirements. We then indexed every supporting document against the specific line the auditor had questioned. The proposed adjustment was withdrawn in full — all $109,000 of it. The file closed in 4 weeks with no change to the assessed amounts and no penalty.

Case Study 3

Remittance Schedule Corrected, $14,500 Refunded — Minority-Shareholder Corporation, Barrie

Remittances at a corporation with an outside minority shareholder in Barrie, Ontario were chronically late. It came down to a bank asking for a review engagement while the file only supported a compilation. Fixing the schedule refunded $14,500.

Remittances at a corporation with an outside minority shareholder in Barrie, Ontario were consistently late by a few days. That was enough to trigger penalties every quarter. Behind it sat a bank asking for a review engagement while the file only supported a compilation. We read the shareholder agreement and the loan documents and established what level of assurance each user actually required. We scoped the engagement to the highest of them. Then we moved the remittance dates into a scheduled process rather than a monthly decision. Penalties stopped from the following remittance onwards, and $14,500 of overpaid instalments was refunded.

Case Study 4

Notice Of Objection Allowed In Full, $124,000 Reversed — Reporting Franchisee, Winnipeg

A $124,000 reassessment landed at a franchisee reporting to its franchisor in Winnipeg, Manitoba. It rested on statements delivered five months after year-end, past the covenant deadline. The objection was allowed in full.

A franchisee reporting to its franchisor in Winnipeg, Manitoba had been reassessed for $124,000. 22 days were left on the objection deadline. The reassessment rested on statements delivered five months after year-end, past the covenant deadline. We filed the objection inside the deadline with a complete submission rather than a placeholder. Alongside it, we prepared the supporting schedule for every material balance in advance, which cut the queries the engagement had to raise. The appeals officer allowed the objection in full. $124,000 was reversed and the account returned to a nil balance.

Case Study 5

Intergenerational Transfer Completed With $290,000 Deferred — Government Funding Applicant, Red Deer

A family transfer at a business applying for government funding in Red Deer, Alberta would have been fully taxable. The reason was no valuation on file to support the price the parties had agreed. Restructuring deferred $290,000.

A generational transfer at a business applying for government funding in Red Deer, Alberta had been discussed for years without a plan. No valuation on file to support the price the parties had agreed meant the transfer as contemplated would have been fully taxable. We compressed the close to 45 days by moving reconciliations into the monthly cycle, so the covenant deadline stopped being a scramble. We sequenced the steps so each one was complete and documented before the next depended on it. $290,000 of tax was deferred through the transfer, and the successor generation took over a corporation whose records stood up to review.

Case Study 6

Second-Province Expansion Handled, $26,500 Of Cash Released — Covenant-Bound Borrower, Vancouver

A company under a bank covenant in Vancouver, British Columbia expanded into a second province. The file already carried a prior-year restatement with no note explaining what changed. Every obligation was set up in advance and $26,500 of cash released.

Revenue at a company under a bank covenant in Vancouver, British Columbia was up sharply and cash was tighter than ever. Underneath it sat a prior-year restatement with no note explaining what changed. We described the revenue and inventory policies in the basis-of-accounting note in terms a lender could follow without asking a question. Every new obligation was set up before it was triggered, not after. That covered registration, remittance frequency and provincial filing. $26,500 of cash was released from the working capital cycle. The expansion completed with every registration and filing obligation covered from day one.

Year-End Working Paper Preparation Frequently Asked Questions

Direct answers to what Canadian business owners actually ask before hiring an accountant.

How much does Year-End Working Paper Preparation cost in Canada?

Year-End Working Paper Preparation starts at a fixed fee quoted before any work begins. The quote is locked at the outset and does not change mid-engagement, and you pay only after you have reviewed and approved the deliverable. Compare every plan on our transparent pricing page.

What documents do I need for Year-End Working Paper Preparation?

At minimum: prior-year returns and notices of assessment, your bank and credit-card statements for the fiscal period, payroll records if you have employees, and GST/HST filings. We send a checklist tailored to your situation after the free 15-minute call.

How long does Year-End Working Paper Preparation take?

Most engagements are completed within 3 to 5 business days once your documents are complete. Catch-up work covering multiple years takes longer, and we tell you the realistic timeline before you commit rather than after.

What happens if the CRA reviews or audits my filing?

We respond on your behalf at no extra charge for any return we prepared. Every figure we file is supported by documentation retained in your file, which is what turns a CRA review from a crisis into correspondence. See how our CRA audit representation works.

Can you handle late or missed filings?

Yes. Late filing penalties compound at 5% of the balance owing plus 1% per month, so the cost of waiting is real. We prioritise catch-up work and, where eligible, file under the CRA's Voluntary Disclosures Program to reduce penalties.

Do you work with businesses outside major cities?

Yes. We serve clients in every province and territory at the same fixed fees, so your location does not change the price or the service. Browse our coverage across Canada to find your city.

Which industries do you specialise in for Year-End Working Paper Preparation?

We work across construction, healthcare, e-commerce, professional services, restaurants, real estate, transportation, technology and non-profits, each with its own deduction profile and CRA scrutiny patterns. See all industries we serve.

What makes Year-End Working Paper Preparation different from filing it myself?

Software applies the rules you already know about. An experienced tax accountant finds the ones you do not: capital cost allowance timing, the small business deduction threshold, shareholder loan repayment rules, and TOSI exposure on family dividends. The fee is usually smaller than the deductions it surfaces.

What is included in Year-End Working Paper Preparation services?

Our year-end working paper preparation services include complete filing, compliance management, and strategic advice customized to Canadian tax laws.

How do I start with Year-End Working Paper Preparation services?

You can start by booking a free 15-minute call. We will review your files, provide a fixed quote, and start working immediately.

How do I know if my business actually needs year-end working paper preparation?

Our answer starts where the legislation starts. Under CSRS 4200 the practitioner has to consider whether the compiled information is misleading and cannot issue it where it is. An unusual revenue or inventory policy has to be described plainly in the basis-of-accounting note rather than left for the reader to infer. From there it is a matter of applying it to your year — and that application, not the rule itself, is where a tax expert earns the fee.

What will you need from me to get year-end working paper preparation started?

You are asking the right question, and it has a real answer. Only an audit gives an opinion on whether the statements are free of material misstatement. A review provides limited assurance and a compilation provides none. The user of the statements, not whoever prepares them, sets which one is needed. What we add on top of that is the paperwork discipline that makes the answer stand up if anyone ever asks you to prove it.

Year-End Working Paper Preparation: The Questions People Search

The questions Canadians actually search on this topic, answered plainly. Browse every question in the Canadian tax answers directory.

Income tax is tax charged on the income you earn in a year, levied by both the federal government and your province or territory. Rates are graduated, so successive slices of taxable income are taxed at higher rates, and credits such as the basic personal amount reduce the tax calculated. Employment income is taxed through payroll withholding and settled on your T1 return. Quebec residents also file a separate provincial return with Revenu Quebec.

As the rules stand for the 2025 tax year filed in 2026, the late-filing penalty is 5% of the balance owing plus 1% of that balance for each full month the return is late, to a maximum of 12 months, so 17% at worst. It rises to 10% plus 2% per month for up to 20 months, a 50% maximum, but only where the CRA formally demanded the return and had already charged a late-filing penalty for any of the three preceding tax years. Interest compounds daily.

A non-refundable credit reduces the tax you owe to zero but no further, so any unused part is lost, carried forward, or transferred to a spouse or parent where the rule allows it. A refundable credit is paid to you even when no tax is owed, which is how benefit-style payments reach people with little or no income. Most personal credits on the federal return, including the basic personal amount, are non-refundable.

Sign in to CRA My Account and check the uncashed cheques list, your balance, and whether any returns are still outstanding, since a refund is only issued once a return is assessed. Missing returns also stop benefit and credit payments. An old CRA cheque never expires; you ask for it to be reissued. Forgotten bank, insurance or pension balances sit with provincial unclaimed-property registries rather than the CRA, so check those separately.

Unbottled water is generally zero-rated as a basic grocery, so no GST/HST is charged on it while the supplier still claims input tax credits. Water sold as a beverage in single servings, such as a small bottle, is taxable at the ordinary rate for the province. Water supplied by a municipality falls under its own treatment. The line between these categories is narrow, so check the CRA's basic groceries memorandum for your exact product.

You do not file the return again. Once the original has been assessed, request a change: use Change my return in CRA My Account, use ReFILE through your tax software, or mail a completed T1-ADJ with copies of the supporting slips and receipts. Wait for the notice of assessment first, because a change sent earlier can collide with the original processing. CRA's Change my return page sets out how far back you may go and which years are eligible.

No. The fuel charge applies to fuels, not tobacco. Cigarettes carry federal excise duty, a provincial or territorial tobacco tax, and GST or HST on the shelf price, which is why tax makes up most of what you pay. Duty and tobacco tax rates move with budgets and some federal rates are adjusted annually, so check the CRA excise duty rates page and your province's tobacco tax page rather than an older figure.

Municipal property tax is levied for the calendar year, January to December, even though it is billed in instalments through the year. Most municipalities issue an interim bill early in the year based on the previous year's tax, then a final bill once council sets the current rate. Buyers and sellers normally apportion the year's tax between them on closing. Check your municipality's tax page for its own instalment dates, because they vary widely across the country.

Property tax is a municipal charge covering the calendar year, billed in instalments, often an interim bill early in the year and a final bill once council sets the rate. At closing, the statement of adjustments divides the year between seller and buyer, so you reimburse whatever the seller prepaid beyond your closing date. Buying does not itself reset your assessment, since assessed values come from the provincial assessment authority on its own cycle. Arrange your own bill or a lender-paid account right after closing.

Both, at different points in the statements. Income tax for the period is an expense on the statement of profit or loss, while the amount still owing at the reporting date sits on the balance sheet as a liability, usually shown as income taxes payable. Sales tax works differently again: GST/HST you collect is never revenue and never an expense, it is a liability owed to the CRA net of the input tax credits you claim.

The principal you repay is never deductible, so clearing the balance faster brings no tax saving of its own. Only the interest portion of payments on an eligible federal or provincial student loan counts, and it produces a non-refundable credit rather than a deduction. Ask your loan servicer for the annual interest statement, because a bank record of the payment does not show the split. Interest you cannot use this year carries forward.
