Parliament writes federal tax law: the government proposes changes, usually in a budget, and the bill must pass the House of Commons and the Senate and receive Royal Assent. Each province and territory legislates its own income tax and sales tax, and municipalities set property tax. The Canada Revenue Agency does not make law; it administers and interprets it, and its published guidance does not bind the courts.

For 2026 the federal basic personal amount is $16,452, tapering to $14,829 as net income runs from $181,440 to $258,482, so federal tax generally starts only once income passes that basic amount. Provincial thresholds differ and are often lower, and CPP and EI still come off employment income below it. Other credits can lift the no-tax point higher. Filing at a low income is still worth it, because benefits and credits depend on a filed return.

No. Insurance is treated as a financial service for GST/HST purposes, so the premium on an auto policy is exempt and carries no GST or HST. Some provinces charge their own tax on certain insurance premiums, which is why a policy can still show a tax line. GST/HST does apply to related taxable supplies such as repair labour, parts and a rental car, even when the insurer pays the invoice. The CRA's financial services guidance sets out the boundary.

Variable. Municipal property tax is your assessed value multiplied by a rate council sets each year, so the bill moves when either one changes. Your assessment can shift after a province-wide reassessment or a major renovation, and the rate shifts with the municipal budget. Property tax is billed by the municipality, not the CRA, and it is not deductible on a personal return unless the property earns rental or business income.

Canada Student Grants arrive on a T4A and fall under the same scholarship exemption, so a full-time student in a qualifying programme who is eligible for the education amount generally pays no tax on them. Part-time students get a smaller exemption tied to tuition and required materials. Student loans are not income at all, so only the grant portion is ever reportable. Keep the slip even when the exemption reduces the taxable amount to nil.
