Terms You'll Hear During Social Services

T1 General
The personal income tax return individuals file with the CRA each year.
T2 Corporate Return
The corporate income tax return every incorporated Canadian business must file.
GST/HST Return
The sales-tax return businesses file to remit GST/HST collected, net of input tax credits.
Social Services: Our Analysis

Social service organizations deliver mostly exempt supplies, which means no GST/HST is charged and none of the tax on rent, utilities or supplies comes back as an input tax credit. The public service body rebate exists precisely to soften that and is the most commonly missed recovery in the sector. The reporting complication is restricted funding, since grants tied to a specific program are not general revenue and must be tracked separately or the statements misrepresent capacity.

Social Services: Notes From Our Practice

Owners in the social services sector tend to ask us the same handful of questions, in roughly the same order. That repetition is useful: it tells a tax services provider exactly where the sector's confusion lives, and these notes start there.

If a client remembers only one point from this page, it should be this one: A small corporation still carries the full compliance set: T2, GST/HST, payroll, and the annual return with the incorporating jurisdiction. The annual corporate return is separate from the T2 and is the one most often forgotten, which can lead to administrative dissolution.

A related rule tends to get overlooked precisely because the first one draws all the attention: The CRA requires business records to be kept for six years from the end of the tax year they relate to, in a form that allows the return to be verified. Where records cannot support the return, the CRA is entitled to assess on its own estimate — and the burden of disproving that estimate falls on the taxpayer.

Every Social Services engagement we take shares the same constants: a fixed fee quoted before we start, your review of the completed work before any payment, and a preparer who has worked this sector long enough to know where it bites.

Social Services: the tax rules that actually apply

Accounting for Social Services is a specialist job because the CRA treats this part of the non-profit sector differently. These are the rules that actually change the number at the bottom of the return.

What the CRA looks at

Related business activity is restricted for charities, and revenue from an unrelated business can threaten registered status rather than simply being taxed.

A registered charity must meet its disbursement quota each year, and the rate rises for larger asset bases — falling short repeatedly puts registration at risk.

What you can actually claim

Employee benefits in the sector are often taxable despite the mission — housing, vehicles and allowances all belong on the T4 unless a specific exemption applies.

Public service body rebates recover a meaningful share of GST/HST paid even where the organisation is not a registrant, and most small charities never claim them.

The filing calendar that applies

The T3010 is due six months after year-end and is published in full on the CRA charities listing, so it functions as public reporting as much as compliance.

An NPO files the T1044 once passive income passes $10,000 or assets pass $200,000, and once the requirement is triggered it continues every year afterwards.

Where the planning value sits

A separate foundation holding endowed capital can smooth the disbursement quota and protect programme funding from market swings.

Segregating restricted funds in the accounting records is what allows the organisation to demonstrate donor intent was honoured under audit.

We apply all of this as part of the standard engagement for Social Services — there is no separate advisory fee, and the quote is fixed before any work begins.

Social Services: Straight Answers to Common Questions

Direct answers to what Canadian business owners actually ask before hiring an accountant.

Do social services businesses need to register for GST/HST?

Registration is mandatory once taxable revenue exceeds $30,000 over four consecutive quarters. Registering voluntarily below that threshold is often worthwhile, because it lets you recover input tax credits on startup and equipment purchases.

Should I incorporate my social services business?

Incorporation usually pays off once profit consistently exceeds what you draw personally, because retained earnings are taxed at the small business rate rather than your marginal rate. Below that point the added compliance cost often outweighs the benefit. We model both before you decide.

What records do social services businesses need to keep?

The CRA requires six years of books and records from the end of the tax year they relate to: invoices, receipts, bank statements, payroll records and contracts. Digital copies are acceptable provided they are legible and complete.

How do you handle payroll for social services businesses?

We run the cycle, remit source deductions on schedule, and issue T4s ahead of the February deadline. Late remittances draw a penalty of up to 10% and repeat lateness raises it to 20%, so timing is the whole game. See our payroll service.

Can you work with my existing bookkeeping software?

Yes. We work in QuickBooks, Xero, Wave, Sage, spreadsheets, and plain scanned documents. You are not required to migrate systems to become a client, and we never charge a conversion fee.

What if my social services business operates in more than one province?

Multi-province operations allocate taxable income by permanent establishment and payroll, and sales tax rules differ by jurisdiction. We handle the allocation schedules and the differing GST, HST, PST and QST obligations in one engagement.

When should a social services business register for GST/HST?

Registration becomes mandatory once taxable supplies pass $30,000 over four consecutive calendar quarters, and the obligation starts almost immediately rather than at the next year-end. Registering voluntarily below that threshold is often worthwhile when you are buying equipment, because it makes the tax on those purchases recoverable.

How long does the CRA expect a social services business to keep records?

Six years from the end of the tax year the records relate to. That covers invoices, receipts, bank statements, payroll records and the working papers behind the return. Records supporting the purchase of a capital asset must be kept six years past the year the asset is finally sold.

What does "Pay After Service" mean?

Our Pay After Service model means you review and approve all deliverables before making any payment. We prepare your returns or financial files, you review them, and only then do you pay. This ensures 100% satisfaction.

How does price matching work?

If you find a lower verified quote from another Accounting Firm in Canada for the same scope of services, we will match it immediately. Simply provide a verified quote.

How do I submit my tax documents?

We support completely secure digital uploads via our client portal, or you can email them to us. We support files from QuickBooks, Xero, Excel, and scan/photo documents.

When should a social services business bring in a specialist instead of a generalist?

A tax advisor answers this differently than a search engine, because the rule has edges. A small corporation still carries the full compliance set: T2, GST/HST, payroll, and the annual return with the incorporating jurisdiction. The annual corporate return is separate from the T2 and is the one most often forgotten, which can lead to administrative dissolution. Where your business sits relative to those edges is what we establish in the first meeting.

Are there deductions or credits that social services businesses commonly overlook?

There is a widespread assumption here, and the actual position is worth stating plainly. The CRA requires business records to be kept for six years from the end of the tax year they relate to, in a form that allows the return to be verified. Where records cannot support the return, the CRA is entitled to assess on its own estimate — and the burden of disproving that estimate falls on the taxpayer. If your current setup was built on the assumption instead of the rule, that is fixable — but sooner is better than later.

What Canadians Search About Social Services

The questions Canadians actually search on this topic, answered plainly. Browse every question in the Canadian tax answers directory.

Property tax is an annual charge a municipality levies on real estate to fund local services such as roads, water, policing, fire and schools. A provincial assessment authority values the property, council sets a tax rate in its budget, and the bill is the assessed value multiplied by the rate for your property class. Unpaid amounts stay attached to the property itself. It is separate from income tax, so the city bills it, not the CRA.

Not everyone owes income tax, though almost everyone touches the system. Income tax starts once taxable income passes your personal credits; the federal basic personal amount for 2026 is $16,452, tapering to $14,829 at higher net income. Filing still matters with nothing owing, because benefits and credits are calculated from the return. Sales tax, payroll contributions and fuel or tobacco taxes reach people who pay no income tax at all.

No. The fuel charge applies to fuels, not tobacco. Cigarettes carry federal excise duty, a provincial or territorial tobacco tax, and GST or HST on the shelf price, which is why tax makes up most of what you pay. Duty and tobacco tax rates move with budgets and some federal rates are adjusted annually, so check the CRA excise duty rates page and your province's tobacco tax page rather than an older figure.

Zoning matters because assessment and taxation follow a property's classification and actual use. Residential, multi-residential, commercial, industrial and farm classes carry different municipal rates, so rezoning or a genuine change of use can move a property into a class taxed differently. Assessed value can also reflect development potential permitted by the zoning. Ask your municipality and your provincial assessment authority what a rezoning would do to the class and the bill before you apply.

The buyer pays, and the money changes hands on closing through the lawyer or notary handling the transfer. Land transfer tax is provincial, so the name and the calculation differ: a Toronto buyer pays a municipal land transfer tax on top of the Ontario one, while Alberta and Saskatchewan charge registration fees instead of a transfer tax. Several provinces offer first-time buyer relief. The seller carries their own costs, including commission.

A charity is not exempt as an organisation. What matters is the supply. Many goods and services a registered charity provides are exempt, so no GST/HST is charged on them and no input tax credit can be claimed on the related costs. A charity making taxable supplies above the small-supplier threshold must register and charge tax at the combined rate for the province of supply, using the special net tax calculation for charities. Public service body rebates recover part of the rest.
