Land transfer tax is calculated on the value of the consideration for the property, normally the purchase price, at the moment the transfer is registered. Most provinces use graduated rates, so each band of the price is taxed at its own rate and the results are added, which makes the effective rate climb with the price. Rates, rebates and exemptions are provincial, and a few cities levy their own tax as well, so work from your own province's schedule.

Usually because the pay for that period is low enough that the basic personal amount covers it. Payroll annualises each cheque, so part-time or irregular hours can produce zero income tax while CPP and EI still come off. Other causes are a TD1 claiming large credits, a claim of exemption from withholding, or being paid as a contractor rather than an employee, in which case nothing is withheld and the tax is yours to set aside and remit.

Federal personal income tax arrived in 1917, when the Income War Tax Act was passed as a temporary measure to help finance the First World War. It reached only a small number of high earners at first, and although it was passed as a temporary wartime measure the tax was never withdrawn: the Income War Tax Act was replaced by a new Income Tax Act after the Second World War, and today's Act descends from that line. A federal tax on business profits had been introduced the year before, and the personal system broadened steadily over the following decades as rates, credits and withholding were added.

Exemption depends on what the property is, not on who owns it. Provincial legislation typically exempts Crown and municipal land, places of worship, public schools and hospitals, cemeteries and certain registered charity or non-profit property, and municipalities can grant limited exemptions of their own. Residential owners rarely qualify, so the realistic relief is a deferral, rebate or lower tax class. Apply to the municipality, and expect to reapply on a set cycle.

Transfer costs depend on the province and the price. Expect provincial land transfer or registration tax, legal or notarial fees, title registration charges, a title search, often title insurance, and adjustments for property tax or utilities the seller already paid. Toronto adds a municipal land transfer tax on top. GST or HST applies to a newly built home but not usually to a resale. Ask your lawyer for a written estimate before closing.

Tax makes up a large share of the retail price, and the exact share depends on the province. Three layers stack: federal excise duty on the tobacco, a provincial tobacco tax, and then GST or HST charged on the selling price. Provinces change their tobacco tax with almost every budget, so take the figures from your province's tobacco tax page and the federal excise duty rate schedule rather than from a general article.
