Payroll Compliance Review: Our Analysis

CRA reviews are won on documentation: every figure filed should trace to a source document, and deadlines — 90 days for an objection — are unforgiving. Late payroll remittances draw penalties of 3% to 10%, doubling to 20% for a repeat failure with gross negligence in the same calendar year. Our payroll compliance review engagement is priced as a budget-friendly flat fee, so the cost is known before the work starts.

A Tax Expert's Notes on Payroll Compliance Review

A few notes from the files we actually work on, because payroll compliance review is decided by details that never make it into a brochure.

Everything in payroll compliance review hangs off a single anchor. Each employer withholds CPP and EI up to the annual maximum on its own account. An employee who changes employers mid-year, including a move between two related payroll accounts, is over-deducted, and the excess comes back only through the personal return.

Layer a second constraint on top and the picture sharpens: Taxable benefits including employer-paid parking, personal use of a company vehicle and most gift cards must be reported on the T4 and carry CPP and, in some cases, EI. The third rule is where the real exposure hides. A worker’s status as employee or contractor turns on control, ownership of tools, chance of profit and risk of loss — not on what the contract calls them.

The practical upshot is simple: every one of these rules has a version that helps you and a version that costs you, and which one applies depends on choices made before filing. That is precisely the ground a tax expert covers. To move quickly, have your ledger exports, bank statements and prior filings ready when we start.

You see the completed work before you pay for it — the quote is locked up front and nothing is filed until you approve it.

Common Questions About Payroll Compliance Review

Direct answers to what Canadian business owners actually ask before hiring an accountant.

How much does Payroll Compliance Review cost in Canada?

Payroll Compliance Review starts at a fixed fee quoted before any work begins. The quote is locked at the outset and does not change mid-engagement, and you pay only after you have reviewed and approved the deliverable. Compare every plan on our transparent pricing page.

What documents do I need for Payroll Compliance Review?

At minimum: prior-year returns and notices of assessment, your bank and credit-card statements for the fiscal period, payroll records if you have employees, and GST/HST filings. We send a checklist tailored to your situation after the free 15-minute call.

How long does Payroll Compliance Review take?

Most engagements are completed within 3 to 5 business days once your documents are complete. Catch-up work covering multiple years takes longer, and we tell you the realistic timeline before you commit rather than after.

What happens if the CRA reviews or audits my filing?

We respond on your behalf at no extra charge for any return we prepared. Every figure we file is supported by documentation retained in your file, which is what turns a CRA review from a crisis into correspondence. See how our CRA audit representation works.

Can you handle late or missed filings?

Yes. Late filing penalties compound at 5% of the balance owing plus 1% per month, so the cost of waiting is real. We prioritise catch-up work and, where eligible, file under the CRA's Voluntary Disclosures Program to reduce penalties.

Do you work with businesses outside major cities?

Yes. We are a cloud-based practice serving every province and territory, so your location does not change the price or the service. Browse our coverage across Canada to find your city.

Which industries do you specialise in for Payroll Compliance Review?

We work across construction, healthcare, e-commerce, professional services, restaurants, real estate, transportation, technology and non-profits, each with its own deduction profile and CRA scrutiny patterns. See all industries we serve.

What makes Payroll Compliance Review different from filing it myself?

Software applies the rules you already know about. An experienced tax accountant finds the ones you do not: capital cost allowance timing, the small business deduction threshold, shareholder loan repayment rules, and TOSI exposure on family dividends. The fee is usually smaller than the deductions it surfaces.

What is included in Payroll Compliance Review services?

Our payroll compliance review services include complete filing, compliance management, and strategic advice customized to Canadian tax laws.

How do I start with Payroll Compliance Review services?

You can start by booking a free 15-minute call. We will review your files, provide a fixed quote, and start working immediately.

Is payroll compliance review something I can catch up on if I have fallen behind?

The honest starting point is this: Late payroll remittances draw a penalty of 3% to 10% depending on how late, doubling to 20% for a repeat failure with gross negligence in the same calendar year. Everything else we would tell you is tailoring, and tailoring requires seeing your file.

What information will you ask me for once the payroll compliance review work is underway?

It depends less on opinion than owners assume. Source deductions are held in trust for the Crown from the moment they are withheld, which is why directors can be personally liable for unremitted amounts under section 227.1. Unlike most corporate debts, this one can follow the directors personally after the company is gone. Once you know that, the practical question becomes timing and documentation — both of which we handle inside the engagement.

What Canadians Search About Payroll Compliance Review

The questions Canadians actually search on this topic, answered plainly. Browse every question in the Canadian tax answers directory.

Start with the basic personal amount, which is already printed on the form, then add only the credits you genuinely expect to claim, such as tuition you will pay this year, an eligible dependant, the age amount or an amount transferred from a spouse. Total them, sign and date, and give the form to your employer rather than the CRA. With two jobs, claim the amounts at one only. You can also ask for extra tax to be withheld.

There is no fixed percentage. Your employer withholds federal income tax, where 2026 brackets start at 14%, plus provincial tax, CPP at 5.95% on earnings between the $3,500 exemption and the $74,600 ceiling, and EI at $1.63 per $100 of insurable earnings up to $68,900. Credits claimed on your TD1 reduce the income tax part. Higher earners also pay CPP2 at 4% on earnings between the ceiling and $85,000 for 2026.

A flat monthly cash allowance for a phone is taxable employment income and appears on the T4. If the employer instead pays the carrier directly, or reimburses the business portion of a bill on receipts, and the plan is reasonable and mainly for work, there is normally no taxable benefit; personal use of a basic plan the employer already pays for is generally accepted. Keep records showing the business purpose.

Yes. Employers withhold federal and provincial income tax from every pay, along with CPP and EI. The tax amount depends on your gross pay, how often you are paid, and the personal tax credits return you filled in for your employer, so it is only an estimate of your yearly bill. For 2026, CPP is 5.95% on earnings between the $3,500 exemption and the $74,600 ceiling, and EI is $1.63 per $100 of insurable earnings.

No. The CRA closed its public walk-in counters years ago, so there is no office you can attend to file a return or ask questions. Service runs through the enquiries lines, secure messaging in My Account or My Business Account, and mail, and an agent can sometimes arrange a scheduled callback. Free volunteer clinics help modest-income filers in person during filing season.

Most insurance is an exempt financial service, so no GST or HST is charged on the premium. That covers auto, home and life policies. Because the premium is exempt, a business cannot claim an input tax credit on it, although it may still deduct the premium as a business expense where the coverage relates to earning income. Some provinces tax certain premiums under their own system, outside GST/HST. Check each line on the insurer's statement.

Because GST/HST follows the place of supply, not the seller's address. For goods, the rate is set by the province they are delivered to; for most services, by the customer's address on file. So an Ontario business billing Halifax charges 14% in 2026, Moncton 15%, and Calgary 5%. Getting it wrong means under-collecting or over-collecting, and the Canada Revenue Agency assesses any shortfall against the seller.

Basic groceries are zero-rated for GST/HST, so no federal or harmonised tax is charged on bread, milk, produce, meat and similar staples. Snack foods, candy, carbonated drinks and prepared meals are excluded and taxable. On the provincial side, British Columbia, Saskatchewan and Manitoba exempt food for human consumption from PST and RST, so groceries carry no provincial retail sales tax either. Quebec's QST follows the federal zero-rating for basic groceries.

No. Insurance is treated as a financial service for GST/HST purposes, so the premium on an auto policy is exempt and carries no GST or HST. Some provinces charge their own tax on certain insurance premiums, which is why a policy can still show a tax line. GST/HST does apply to related taxable supplies such as repair labour, parts and a rental car, even when the insurer pays the invoice. The CRA's financial services guidance sets out the boundary.

Both, in different ways. The employer must withhold income tax, CPP and EI from each pay, add the employer share, and remit on time; missed remittances bring penalties and interest against the employer. The employee carries the final income tax liability and settles it on the T1, where withholding only counts as instalments already paid. If too little was withheld during the year, the employee pays the shortfall at filing.

Take the gross pay for the period, subtract registered pension contributions, union dues and the enhanced portion of your CPP or QPP contributions to reach taxable pay for the period, then apply the tax tables for your pay frequency and reduce the result by the credits from your TD1 forms and by the credit for your base CPP or QPP contributions and EI premiums — those two are withheld alongside the tax rather than taken off the pay the tables are applied to, and a Quebec employee also has QPIP withheld and provincial tax taken under Revenu Québec's own tables. Treat the result as an estimate, since withholding annualises a single pay period and ignores other income, bonuses and deductions. The CRA payroll deductions online calculator reproduces the employer calculation. Your return settles the real figure.

Rent paid on your own home is not deductible on the federal return, so most tenants report nothing. Rent does belong on the return in three cases: you are claiming a provincial benefit that is based on rent, such as the Ontario energy and property tax credit or the Manitoba renters tax credit; you are deducting a work-space-in-the-home share as an employee or a self-employed person; or you received rent as a landlord, which is taxable income.
