Pre-Assessment Review Assistance: Our Analysis

CRA reviews are won on documentation: every figure filed should trace to a source document, and deadlines — 90 days for an objection — are unforgiving. A notice of objection is generally due 90 days from the notice of assessment, and individuals have a further year to apply for an extension. Our pre-assessment review assistance engagement is priced as a budget-friendly flat fee, so the cost is known before the work starts.

A Tax Advisor's Notes on Pre-Assessment Review Assistance

Before you hand pre-assessment review assistance to anyone, it is worth knowing what the work actually turns on.

Here is where every serious conversation about Pre-Assessment Review Assistance begins: The normal reassessment period runs three years from the original notice of assessment for an individual or a CCPC and four years for other corporations. A waiver signed at an auditor’s request removes that limit for the issue it describes. It stays open until it is revoked.

There is a companion rule that changes how the first one plays out in practice: Taxpayer relief applications can cancel penalties and interest arising from CRA delay, serious illness or a natural disaster. The CRA is limited to the ten prior calendar years. Where clients most often get hurt is not the calculation but the follow-through, and the rule reads plainly. Collections action can proceed while an objection is outstanding for GST/HST and payroll amounts. That is why a filed objection is not by itself protection against a bank freeze.

If the rules above feel like they might interact in your situation, that instinct is usually right. Sorting out how is the core of what a tax advisor does on a pre-assessment review assistance engagement. Every pre-assessment review assistance file rests on documentation, so start by collecting.

Every pre-assessment review assistance engagement carries the same commitments: a fixed fee settled before we begin, your sign-off before anything is filed, and payment only after the service is complete.

Case Study 1

Notice Of Objection Allowed In Full, $119,000 Reversed — Restaurant Under Net-Worth Audit, Saskatoon

A $119,000 reassessment landed at a restaurant under a net-worth audit in Saskatoon, Saskatchewan. It rested on a proposal letter with a 30-day response window and no supporting records assembled. The objection was allowed in full.

A restaurant under a net-worth audit in Saskatoon, Saskatchewan had been reassessed for $119,000. 16 days were left on the objection deadline. The reassessment rested on a proposal letter with a 30-day response window and no supporting records assembled. We filed the objection inside the deadline with a complete submission rather than a placeholder. Alongside it, we assembled the contemporaneous records, filed a structured response to each proposed adjustment with the supporting documents indexed, and had the proposal withdrawn. The appeals officer allowed the objection in full. $119,000 was reversed and the account returned to a nil balance.

Case Study 2

$53,000 Late-Filing Penalty Cancelled On Relief Application — Contractor Facing Reassessment, Victoria

A contractor facing a proposed reassessment in Victoria, British Columbia had already been penalised. The issue was an audit conducted over the phone, with nothing on file showing what had been provided or when. A relief application cancelled $53,000 of that penalty.

A contractor facing a proposed reassessment in Victoria, British Columbia had already missed one deadline and was about to miss a second. Behind it sat an audit conducted over the phone, with nothing on file showing what had been provided or when. A penalty of $53,000 was accruing. We split the work into what had to happen before the deadline and what could follow it. Then we brought every outstanding return current, then negotiated a payment arrangement that stopped the collections action. The outstanding return was accepted as filed, and the taxpayer relief application cancelled $53,000 of the penalty already assessed on the earlier year.

Case Study 3

28 Months Reconciled And $14,000 Of Input Tax Recovered — Long-Term Non-Filer, Toronto

28 months of records at a taxpayer with eight years of unfiled returns in Toronto, Ontario had never been reconciled. That left an objection deadline that had passed with no extension applied for. Rebuilding recovered $14,000.

Nothing reconciled at a taxpayer with eight years of unfiled returns in Toronto, Ontario. Every filing started with 28 months of cleanup. The file was carrying an objection deadline that had passed with no extension applied for. We rebuilt from source rather than correcting on top of the existing file. We traced each unexplained deposit to its source — loans, transfers between accounts, an insurance settlement — and reduced the net-worth assessment accordingly. Then we set the routine that keeps it clean. 28 months reconciled to the bank. The close now takes 9 days, and $14,000 of previously unclaimable input tax was recovered in the process.

Case Study 4

Remittance Schedule Corrected, $26,000 Refunded — Corporation Under GST/HST Review, Hamilton

Remittances at a corporation under a GST/HST review in Hamilton, Ontario were chronically late. It came down to a net-worth assessment built on unexplained deposits that were actually loan proceeds. Fixing the schedule refunded $26,000.

Remittances at a corporation under a GST/HST review in Hamilton, Ontario were consistently late by a few days. That was enough to trigger penalties every quarter. Behind it sat a net-worth assessment built on unexplained deposits that were actually loan proceeds. We filed the disclosure through the Voluntary Disclosures Program before contact, which removed the gross-negligence penalty entirely. Then we moved the remittance dates into a scheduled process rather than a monthly decision. Penalties stopped from the following remittance onwards, and $26,000 of overpaid instalments was refunded.

Case Study 5

$40,000 Cut From The Annual Tax Bill — Director Facing Assessment, Regina

A business owner with a director liability assessment in Regina, Saskatchewan was filing correctly and still overpaying. The reason was six years of unfiled corporate and personal returns and an active collections file. Restructuring the position cut $40,000 from the annual bill.

A business owner with a director liability assessment in Regina, Saskatchewan was compliant but paying more than it needed to. The prior year had been filed correctly. It still left six years of unfiled corporate and personal returns and an active collections file on the table. We modelled the current position against the alternatives before changing anything. Then we answered each query in writing with an indexed document package, so the file showed exactly what the auditor had received and on what date. The change saved $40,000 in the first year and repeats annually. Nothing about the filings became more aggressive. The position is simply the one the rules already allowed.

Case Study 6

Scaled To 75 Staff With $46,000 Of Working Capital Freed — Professional Under Lifestyle Audit, Kelowna

Growth at a professional under a lifestyle audit in Kelowna, British Columbia had outrun the back office. A confirmation letter left in a drawer until the appeal window had closed broke first. Headcount reached 75 with $46,000 of cash freed.

A professional under a lifestyle audit in Kelowna, British Columbia was growing fast, with headcount reaching 75 in eighteen months. The back office had not kept up. A confirmation letter left in a drawer until the appeal window had closed was the first thing to break. We kept the waiver narrowed to the issue actually under review and let the remaining years close on the normal reassessment period. We built the compliance calendar for the size the business was becoming rather than the size it had been. The business reached 75 staff with no missed remittance and no late filing. $46,000 of working capital was freed in the process.

Your Pre-Assessment Review Assistance Questions, Answered

Direct answers to what Canadian business owners actually ask before hiring an accountant.

How much does Pre-Assessment Review Assistance cost in Canada?

Pre-Assessment Review Assistance starts at a fixed fee quoted before any work begins. The quote is locked at the outset and does not change mid-engagement, and you pay only after you have reviewed and approved the deliverable. Compare every plan on our transparent pricing page.

What documents do I need for Pre-Assessment Review Assistance?

At minimum: prior-year returns and notices of assessment, your bank and credit-card statements for the fiscal period, payroll records if you have employees, and GST/HST filings. We send a checklist tailored to your situation after the free 15-minute call.

How long does Pre-Assessment Review Assistance take?

Most engagements are completed within 3 to 5 business days once your documents are complete. Catch-up work covering multiple years takes longer, and we tell you the realistic timeline before you commit rather than after.

What happens if the CRA reviews or audits my filing?

We respond on your behalf at no extra charge for any return we prepared. Every figure we file is supported by documentation retained in your file, which is what turns a CRA review from a crisis into correspondence. See how our CRA audit representation works.

Can you handle late or missed filings?

Yes. Late filing penalties compound at 5% of the balance owing plus 1% per month, so the cost of waiting is real. We prioritise catch-up work and, where eligible, file under the CRA's Voluntary Disclosures Program to reduce penalties.

Do you work with businesses outside major cities?

Yes. We serve clients in every province and territory at the same fixed fees, so your location does not change the price or the service. Browse our coverage across Canada to find your city.

Which industries do you specialise in for Pre-Assessment Review Assistance?

We work across construction, healthcare, e-commerce, professional services, restaurants, real estate, transportation, technology and non-profits, each with its own deduction profile and CRA scrutiny patterns. See all industries we serve.

What makes Pre-Assessment Review Assistance different from filing it myself?

Software applies the rules you already know about. An experienced tax accountant finds the ones you do not: capital cost allowance timing, the small business deduction threshold, shareholder loan repayment rules, and TOSI exposure on family dividends. The fee is usually smaller than the deductions it surfaces.

What is included in Pre-Assessment Review Assistance services?

Our pre-assessment review assistance services include complete filing, compliance management, and strategic advice customized to Canadian tax laws.

How do I start with Pre-Assessment Review Assistance services?

You can start by booking a free 15-minute call. We will review your files, provide a fixed quote, and start working immediately.

Can I switch to your firm for pre-assessment review assistance partway through the year?

Our answer starts where the legislation starts. Collections action can proceed while an objection is outstanding for GST/HST and payroll amounts. That is why a filed objection is not by itself protection against a bank freeze. From there it is a matter of applying it to your year — and that application, not the rule itself, is where a tax expert earns the fee.

What happens during the first meeting about pre-assessment review assistance?

The honest answer comes down to one rule. Taxpayer relief applications can cancel penalties and interest arising from CRA delay, serious illness or a natural disaster. The CRA is limited to the ten prior calendar years. That is the part we verify before anything is filed.

Still have questions? View our FAQ page or contact us.

The questions Canadians actually search on this topic, answered plainly. Browse every question in the Canadian tax answers directory.

As the rules stand for the 2025 tax year filed in 2026, the late-filing penalty is 5% of the balance owing plus 1% of that balance for each full month the return is late, to a maximum of 12 months, so 17% at worst. It rises to 10% plus 2% per month for up to 20 months, a 50% maximum, but only where the CRA formally demanded the return and had already charged a late-filing penalty for any of the three preceding tax years. Interest compounds daily.

The CRA no longer runs walk-in counters for general tax help, so there is no office you can visit to file or ask questions. Contact is by phone, by mail, or through My Account and My Business Account; in-person help is limited to arranged appointments in specific programs. Mailing addresses differ by centre and by what you are sending, so use the address printed on your CRA letter or on the CRA's website.

The CRA charges compound daily interest on an unpaid balance from the day after the payment deadline until the balance is cleared. The charge uses the prescribed rate, which the CRA resets every calendar quarter, so it moves with market rates rather than staying fixed. Arrears interest is not deductible. Look up the current quarter on the CRA's prescribed interest rates page, and pay something against the balance to slow the daily charge.

Download and print whatever you need from the forms and publications section of canada.ca, which is the fastest route. For printed copies by mail, use the CRA's order forms and publications service online or order by phone. The income tax package is also stocked at some Canada Post and Service Canada counters during filing season. Forms for the 2025 tax year have been available since online filing opened on 23 February 2026.

For a personal return the late-filing penalty is 5% of the balance owing plus 1% for each full month the return is late, to twelve months. It rises to 10% plus 2% a month, to twenty months, only where the CRA served a demand to file and a late-filing penalty was charged in one of the three preceding years. Interest also runs on the unpaid balance. A corporate T2 follows the same structure.

No. The CRA closed its public walk-in counters years ago, so there is no office you can attend to file a return or ask questions. Service runs through the enquiries lines, secure messaging in My Account or My Business Account, and mail, and an agent can sometimes arrange a scheduled callback. Free volunteer clinics help modest-income filers in person during filing season.

Canadian-source income is income whose origin is in Canada: employment carried out here, a business carried on here, rent from Canadian real property, gains on taxable Canadian property, and Canadian pension, dividend and interest payments. It matters most for non-residents, who are taxed only on Canadian-source amounts, often by withholding at the payer rather than by filing. Residents are taxed on worldwide income instead. A tax treaty can reduce the withholding rate for your country.

All of it, at your own marginal rate rather than a special tip rate. Tips are added to your other income, so the tax depends on the bracket that income falls into: federal rates for 2026 start at 14% and rise through 20.5%, 26% and 29% to 33%, with provincial tax on top. Controlled tips paid through payroll already have income tax, CPP and EI withheld; tips received directly you report yourself.

The CRA opened online filing for 2025 returns on 23 February 2026, and that filing window stays open until 29 January 2027. You need your slips first: employers and payers generally issue T4, T4A and T5 slips by the end of February, and most appear in CRA My Account. Filing early helps if you expect a refund or need benefits recalculated. The deadline for most individuals was 30 April 2026.

Caller ID proves nothing either way. Genuine CRA calls can show a blocked or unfamiliar number, and scammers routinely spoof real CRA lines, toll-free prefixes and even local mobile numbers, so treat the display as no evidence at all. Verify instead: ask for the agent's name and office, hang up, and call back on a number published on canada.ca. Genuine files also show in My Account, and a real agent never demands immediate payment.

A reimbursement of actual travel costs you paid, supported by receipts, is not income. A flat travel allowance is generally taxable unless it is a reasonable per-kilometre allowance for business driving; for 2026 the CRA's reasonable rate is 73 cents per kilometre for the first 5,000 kilometres and 67 cents after that, four cents more in the territories. Allowances above a reasonable amount, or paid without a distance record, are added to your T4 income.

There is no minimum income that switches filing on. You must file if you owe tax, if the CRA asks you to, if you disposed of capital property, or if you have to repay benefits. Below the federal basic personal amount, $16,452 for 2026 and reduced at higher incomes, you generally owe no federal tax. Filing is still how you claim the GST/HST credit, the Canada child benefit and provincial credits, so file anyway.
