Small Business Payroll Services: Our Analysis

Owner-managers get the most value from the salary-versus-dividend decision, which moves real dollars once the corporation earns more than its owner draws. Remitter frequency follows average monthly withholding — new employers generally remit monthly by the 15th of the following month. We quote small business payroll services as one low-cost fixed price — the budget-friendly alternative to hourly billing.

From the Desk of Your Accounting Firm

Most of what goes wrong with small business payroll services goes wrong before anyone opens the software. As an accounting firm, that is where these notes on Small Business Payroll Services begin.

One rule does most of the work here. Source deductions are held in trust for the Crown. Directors can be assessed personally for unremitted amounts, and that liability survives the corporation.

The next point is the one an accounting firm checks before quoting any timeline: A worker’s status as employee or contractor turns on control, ownership of tools, chance of profit and risk of loss. It does not turn on what the contract calls them. Then there is the matter of timing, which forgives very little: Taxable benefits including employer-paid parking, personal use of a company vehicle and most gift cards must be reported on the T4. They carry CPP and, in some cases, EI.

None of this is exotic — but each point has to be applied to your facts, which is exactly what you are paying an accountant to do. To keep the engagement efficient, assemble these records before we begin.

No surprises is the operating principle: the fee is agreed and fixed before we start, you review everything before it is filed, and payment comes after the work, not before.

Small Business Payroll Services Tax & Accounting Case Studies

See how our expert Small Business Payroll Services tax and accounting services have helped Canadian businesses save money and stay compliant.

Case Study 1

Collections Halted And $42,000 Cut From A 6-Year Backlog — Seasonal Landscaping Employer, Victoria

Collections had begun against a landscaping company with seasonal staff in Victoria, British Columbia over 6 years of unfiled returns. Bringing them current cut $42,000 from the balance.

By the time a landscaping company with seasonal staff in Victoria, British Columbia called, 6 years were outstanding. The CRA had assessed on estimates. Underneath it sat T4 slips filed weeks after the deadline with no relief request made on the per-slip penalty. We reconstructed the records year by year. We wrote each pay code against its income tax, CPP and EI treatment. That way, a new benefit could not reach the payroll without a decision on how it was withheld. Each filing replaced an arbitrary assessment with a real one. The account is current. Filing on real numbers rather than CRA estimates reduced the balance by $42,000, and a relief application addressed part of the accumulated interest.

Case Study 2

Intergenerational Transfer Completed With $850,000 Deferred — Multi-Province Driver Fleet, Barrie

A family transfer at a logistics operator with drivers in three provinces in Barrie, Ontario would have been fully taxable. The reason was passive assets sitting inside the operating company, disqualifying the shares. Restructuring deferred $850,000.

A generational transfer at a logistics operator with drivers in three provinces in Barrie, Ontario had been discussed for years without a plan. Passive assets sitting inside the operating company, disqualifying the shares meant the transfer as contemplated would have been fully taxable. We moved the account to the correct remitter frequency and caught up the arrears. We filed a taxpayer relief request that cancelled the bulk of the penalty. We sequenced the steps so each one was complete and documented before the next depended on it. $850,000 of tax was deferred through the transfer, and the successor generation took over a corporation whose records stood up to review.

Case Study 3

$128,000 Credit Claim Filed And Accepted Without Adjustment — Higher-Frequency Remitter, Lethbridge

An employer whose remittance frequency moved up a threshold in Lethbridge, Alberta had never tested its work against the eligibility rules. The resulting $128,000 claim was accepted without adjustment.

An employer whose remittance frequency moved up a threshold in Lethbridge, Alberta assumed the credits did not apply to a business its size. Long-term contractors who met every test for employment meant they had applied all along. We identified the qualifying activity and built the documentation to support it. Then we reviewed each contractor against the CRA’s control and integration tests and converted those who met the employment tests. We priced the transition before it was forced by a ruling. $128,000 recovered. Because the eligibility analysis is on file, the same claim can be repeated each year with a fraction of the effort.

Case Study 4

$113,000 Reassessment Reduced To Nil On Review — Part-Time Program Employer, Vancouver

A $113,000 reassessment was proposed against a charity with part-time program staff in Vancouver, British Columbia. It followed long-term contractors who met every test for employment. The documented response reduced it to nil.

A review notice arrived at a charity with part-time program staff in Vancouver, British Columbia, covering small business payroll services for two tax years. The auditor's working position was an adjustment of $113,000. It was driven by long-term contractors who met every test for employment. Rather than negotiate, we rebuilt the record. We reconstructed vehicle logbooks, calculated the standby charge and operating benefit properly, and amended the affected T4s. We then submitted a point-by-point response that answered each proposed adjustment with the document behind it. The auditor accepted the documented position and closed the review without adjustment, protecting $113,000 and leaving the prior filings undisturbed.

Case Study 5

Growth Handled Without A Missed Filing, $80,000 Freed — High-Turnover Restaurant, Ottawa

A restaurant with heavy seasonal turnover in Ottawa, Ontario was scaling. The growth exposed remittances still going out monthly after the business had moved to the accelerated threshold. The back office was rebuilt to match, freeing $80,000.

A restaurant with heavy seasonal turnover in Ottawa, Ontario was opening in a second province. That meant different filing obligations and a different payroll regime. Remittances still going out monthly after the business had moved to the accelerated threshold already sat in the file. We reconciled the payroll register, general ledger and T4 summary to the cent, then filed the amended slips. We then put monthly reporting in place. That let the owner see the cash effect of growth while there was still time to act on it. Growth was absorbed without a compliance failure. $80,000 of cash was released, and the monthly reporting now flags a problem while it is still small.

Case Study 6

$23,500 Saved By Correcting What Prior Filings Had Missed — Mixed-Crew Construction Firm, Surrey

A second opinion for a construction firm with union and non-union crews in Surrey, British Columbia recovered $23,500 a year. It found an employee over-deducted for CPP and EI after being moved between two related payroll accounts mid-year in prior filings.

A construction firm with union and non-union crews in Surrey, British Columbia asked for a second opinion on small business payroll services. That followed three years of rising tax. The review found an employee over-deducted for CPP and EI after being moved between two related payroll accounts mid-year. We built the comparison first: current structure against two alternatives. Then we paid the accrued bonus inside the 180-day window and kept the deduction in the year it was accrued. First-year saving of $23,500, with the same benefit recurring. Every position taken is documented and supported in the file.

Small Business Payroll Services Frequently Asked Questions

Direct answers to what Canadian business owners actually ask before hiring an accountant.

How much does Small Business Payroll Services cost in Canada?

Small Business Payroll Services starts at a fixed fee quoted before any work begins. The quote is locked at the outset and does not change mid-engagement, and you pay only after you have reviewed and approved the deliverable. Compare every plan on our transparent pricing page.

What documents do I need for Small Business Payroll Services?

At minimum: prior-year returns and notices of assessment, your bank and credit-card statements for the fiscal period, payroll records if you have employees, and GST/HST filings. We send a checklist tailored to your situation after the free 15-minute call.

How long does Small Business Payroll Services take?

Most engagements are completed within 3 to 5 business days once your documents are complete. Catch-up work covering multiple years takes longer, and we tell you the realistic timeline before you commit rather than after.

What happens if the CRA reviews or audits my filing?

We respond on your behalf at no extra charge for any return we prepared. Every figure we file is supported by documentation retained in your file, which is what turns a CRA review from a crisis into correspondence. See how our CRA audit representation works.

Can you handle late or missed filings?

Yes. Late filing penalties compound at 5% of the balance owing plus 1% per month, so the cost of waiting is real. We prioritise catch-up work and, where eligible, file under the CRA's Voluntary Disclosures Program to reduce penalties.

Do you work with businesses outside major cities?

Yes. We serve clients in every province and territory at the same fixed fees, so your location does not change the price or the service. Browse our coverage across Canada to find your city.

Which industries do you specialise in for Small Business Payroll Services?

We work across construction, healthcare, e-commerce, professional services, restaurants, real estate, transportation, technology and non-profits, each with its own deduction profile and CRA scrutiny patterns. See all industries we serve.

What makes Small Business Payroll Services different from filing it myself?

Software applies the rules you already know about. An experienced tax accountant finds the ones you do not: capital cost allowance timing, the small business deduction threshold, shareholder loan repayment rules, and TOSI exposure on family dividends. The fee is usually smaller than the deductions it surfaces.

What is included in Small Business Payroll Services?

Our small business payroll services include complete filing, compliance management, and strategic advice customized to Canadian tax laws.

How do I start with Small Business Payroll Services?

You can start by booking a free 15-minute call. We will review your files, provide a fixed quote, and start working immediately.

What happens during the first meeting about small business payroll services?

You are asking the right question, and it has a real answer. Each employer withholds CPP and EI up to the annual maximum on its own account. An employee who changes employers mid-year, including a move between two related payroll accounts, is over-deducted. The excess comes back only through the personal return. What we add on top of that is the paperwork discipline that makes the answer stand up if anyone ever asks you to prove it.

Can I switch to your firm for small business payroll services partway through the year?

Our answer starts where the legislation starts. Taxable benefits including employer-paid parking, personal use of a company vehicle and most gift cards must be reported on the T4. They carry CPP and, in some cases, EI. From there it is a matter of applying it to your year — and that application, not the rule itself, is where a tax consultant earns the fee.

More Small Business Payroll Services Questions Canadians Ask

The questions Canadians actually search on this topic, answered plainly. Browse every question in the Canadian tax answers directory.

Income tax is tax charged on the income you earn in a year, levied by both the federal government and your province or territory. Rates are graduated, so successive slices of taxable income are taxed at higher rates, and credits such as the basic personal amount reduce the tax calculated. Employment income is taxed through payroll withholding and settled on your T1 return. Quebec residents also file a separate provincial return with Revenu Quebec.

Yes. Severance is taxable in the year you receive it, and the employer withholds tax before paying it out. Amounts paid as salary continuance are taxed like regular employment income. A single lump sum has a flat withholding rate applied, which is only a prepayment against the tax finally calculated on your return, so a balance can still be owing. Part of a retiring allowance may qualify for a direct transfer to an RRSP, which defers the tax.

By the last day of February following the calendar year the pay relates to. The same date applies to giving employees their copy and to filing the T4 information return with the CRA, and filing late brings a penalty that scales with the number of slips. Filed slips usually appear in CRA My Account within a few weeks. If yours has not arrived, ask your employer first, then fall back on My Account or your own pay records.

Yes. Tips and gratuities are taxable income whether they come from customers directly, are pooled, or are paid out through the employer. Tips your employer controls and distributes run through payroll, so tax, CPP and EI are withheld and they show on your T4. Cash tips handed to you directly are not on any slip, but you still report them as other employment income and keep a running record. You can elect to have direct tips count as pensionable CPP earnings.

Those are American terms. The Canadian equivalent is the personal tax credits return you complete for an employer, claiming the federal and provincial basic personal amount plus any other credits you qualify for, such as tuition or the disability amount. Your employer uses it to set the tax withheld from each paycheque. The federal basic personal amount for 2026 is $16,452, tapering to $14,829 as net income runs from $181,440 to $258,482.

Your total deductions are federal tax, provincial tax, CPP and EI. Federal rates for 2026 start at 14% and rise through 20.5%, 26% and 29% to 33%, applied bracket by bracket rather than to your whole salary, and the first $16,452 is sheltered by the 2026 basic personal amount, which tapers at higher incomes. CPP is 5.95% on earnings between $3,500 and $74,600, and EI is $1.63 per $100 to maximum insurable earnings of $68,900.

Yes. Maternity and parental benefits are taxable income for the year you receive them and appear on the benefits slip Service Canada issues. Tax is withheld at source, usually at a rate below your overall rate, so a balance owing at filing is normal, particularly if you worked part of the year or your employer added a top-up. Quebec parental insurance benefits are taxable in the same way and come with their own slip.

Usually yes. Severance, retiring allowances, bonuses, back pay, commuted pensions and RRSP withdrawals are taxable in the year received, and the payer withholds at a flat lump-sum rate that may be higher or lower than your real marginal rate, so a refund or balance can appear at filing. A qualifying retroactive lump sum covering earlier years can be spread back over them on request. Amounts transferred directly to an RRSP defer the tax.

A T4A reports amounts that are not employment income: pension and annuity payments, retiring allowances, self-employed commissions, research grants, scholarships, certain benefit payments, and fees paid for services to someone who is not your employee. The payer prepares it for the calendar year in which the amount was paid and must issue it by the last day of February in the following year. Payments to employees belong on a T4 instead.

No GST or HST is charged on long-term residential rent: a lease of a home for a month or more is exempt, which is why your rent has no tax line. Short-term accommodation is different, since stays under a month can be taxable, and a landlord over the $30,000 small-supplier threshold must charge GST/HST on them. Some municipalities also add their own accommodation tax. Provincial sales tax does not apply to residential rent.

Most of these are not exempt. They are either zero-rated or covered by a point-of-sale rebate, which is a different thing. Basic groceries and unbottled water are zero-rated. Printed books carry GST, and Ontario, New Brunswick, Newfoundland and Labrador, Nova Scotia and Prince Edward Island rebate the provincial part at the till, as Ontario also does for children's clothing. Firewood is taxable. Domestic freight is taxable and international freight is generally zero-rated.

No. A salary paid to a spouse is employment income in their hands, so it must be reported, payroll deductions withheld and a T4 issued. The payment is deductible to the business only where it is reasonable for work actually performed, which means keeping a record of duties, hours and the rate you would pay a stranger. Paying a spouse who does no work invites reassessment, and dividends instead run into the tax on split income rules.
