A T4E is the statement of Employment Insurance and other benefits. Service Canada issues one for each year in which EI was paid, covering regular, sickness, maternity, parental, caregiving or fishing benefits, and it shows the total received, the income tax already withheld and any amount to be repaid. Those figures go on the personal return for that year. Benefits paid under a different program come on their own slip.

Usually because the pay for that period is low enough that the basic personal amount covers it. Payroll annualises each cheque, so part-time or irregular hours can produce zero income tax while CPP and EI still come off. Other causes are a TD1 claiming large credits, a claim of exemption from withholding, or being paid as a contractor rather than an employee, in which case nothing is withheld and the tax is yours to set aside and remit.

The CRA does use text and email for limited purposes: one-time passcodes when you sign in, and notifications telling you that mail is waiting in your account. It does not text you a refund offer, a payment demand or a link asking for banking details, a SIN or a card number. Never tap a link in an unexpected message; open canada.ca yourself and sign in to My Account to see whether anything is actually outstanding.

Different deductions, not different rules. Withholding follows the TD1 forms you filed, so a colleague claiming more credits, tuition or a disability amount has less tax taken off. Other causes are a different province of employment, a second job where each employer applies the basic personal amount, taxable benefits added to your pay, a higher salary reaching the next bracket, and pay-period timing. CPP and EI also stop at their annual maximums, which higher earners reach sooner.

Your municipality sets that, not the CRA. Most Canadian municipalities issue an interim bill and a final bill each year, each payable in one or more instalments, and many also offer a monthly pre-authorised plan spread across the year. If your mortgage lender pays the tax on your behalf, you contribute a portion with each mortgage payment instead. Your tax bill or your municipality's website lists the exact instalment dates for your property.

CRA stands for the Canada Revenue Agency, the federal body that administers income tax, GST/HST, payroll deductions and benefit payments such as the Canada child benefit. It collects for the federal government and, under agreement, for most provinces and territories. Quebec is the main exception: Revenu Quebec administers provincial income tax and the provincial sales tax there. Alberta and Quebec also administer their own corporate income tax.
